This area has to deal with long- and short-term effects of CBRNE incidents. Specific challenges include:
- Identification of substances;
- Manufacturing, storage, transport and intentional release in terrorist attacks;
- Measures for preventing or mitigating the effects of accidents;
- Limiting short- and long-term negative effects on living organisms and the environment (air, soil, surface water and groundwater);
- Specific incident command system
- Cooperation and joint standard operation procedures for different services
- Protective and technical equipment;
- Intervention tactics and decontamination;
- Medical interventions tactics and decontamination; (first aids in the contaminated field);

1st TWG-E Workshop, 15 February, Rome
On 15 February 2018, Thematic Working Group ‘E. CBRNE Crisis Mitigation’ held its first workshop in Rome. The workshop was organized by the National Fire Corps (Corp Nazionale dei Vigili del Fuoco – CNVVF) of Italy.
Thirteen experts from Fire Brigades, Fire Training facilities, and Civil protection authorities in the field of CBRNE from countries around Europe (Czech Republic, France, Germany, Greece, Poland Spain and Italy) met to exchange views across national borders, analyse gaps in operational tools, and discuss the future of R&D efforts in CBRNE crisis mitigation. The workshop included participants from CAFO, ENSOSP, CNVVF, SGSP and SAFE Cluster.
The group discussed the Common Capability Challenges in the frame of CBRNE accidents. The group used two scenarios: (1) an accident with a hazardous material during transportation where people are involved and (2) the use of a CBRNE agent in a terrorist attack.
